Certification entitles holders to be a part of the 3% set aside in the federal budget of $500 billion for businesses in this category. This also entitles you to a 10% price evaluation preference, which means qualifying business can bid for contracts 10% higher than are marked by the contract.

Basic Requirements:

1. Business must hold an active SAM registration.
2. Business must be at least 51% held by one or more US citizens
3. Business must be located in a Historically Underutilized Business Zone
4. At least 35% of the staff must be resident in the HUBZone
